River Hills was the premier residential complex for married couples and starter families. Residences ranged from two-bedroom, one-bath flats to two-story penthouses on the upper levels. River Hills boasted a pool area with three lap pools and a shallow children's pool, as well as two 8-person hot tubs. Two fitness centers (with optional personal training available) accompanied a spa facility with massage and pampering services available 24 hours per day. Each residence contained a fully-equipped kitchen with ceramic tile floors, mahogany wood cabinetry, large gas range and stainless steel double sink. Complimentary wireless internet access was included for renters and visitors. The main entrance was guarded at all times by an armed security guard, and the marbled-floored lobby offered comfortable seating and limited dining options for visitors.
After the apocalypse occurred, River Hills began to lose some of its glamour as its residents struggled to maintain their privileged lifestyle. The complex remains, for the most part, almost fully furnished as many of its residents disappeared mysteriously, leaving many belongings behind. Those that remained, lacked the resources to bolster their surroundings against invaders or negotiate a deal with the MPD for security, and River Hills was the victim of several isolated attacks by rebel groups. Many of the once expensive items inside are now stained with blood, a result of the unfortunate attacks on the residents. Bodies litter the hallways and many of the doors stand open. The place is in a state of disrepair as there has been nobody around to keep up with maintenance issues, much less cleaning. The pool and fitness area are defunct; the pools have been drained of their water, and act as a mass grave for those killed in the attacks. The exercise equipment no longer functions due to the lack of electric power. The sauna was victim to a fire. The only place that remains untouched within River Hills is the top floor, which has been inaccessible since the power supply was drained. The stairs have crumbled, leaving only the elevator as an option of reaching the top floor penthouse. It remains unknown if there are any inhabitants still living in this apartment.

Wayfarers occasionally make dwellings within this complex, due to its exorbitant amount of rooms (and the presence of beds, however tattered they may be). However, it is not the best place to stay in for too long, as it is a prime target for raiders and scavengers. The uncertainty as to whether there is still someone living at the top floor is also a spot of concern, making the building as a whole a potential target for the Horsemen.
